Diana Kizza-Mugenzi, a health economist, is the SIF Senior Program Officer (SPO) for the Eastern African countries of Ethiopia, Kenya and Uganda.  She resides in Kampala, Uganda. A former Overseas Development Institute (ODI) fellow in the Rwanda Ministry of Health, she holds an MSc in Health Economics from the University of York, UK and a BSc degree in Quantitative Economics from Makerere University, Kampala.


Jonas Mbwangue, a public policy specialist, is the SIF Senior Program Officer (SPO) for Cameroon, Mali and Senegal. He lives in Yaoundé, Cameroon. Jonas  holds an MPA in Economic Policy Management from the School of International and Public Affairs (SIPA), Columbia University. He was also a Fellow at Maastricht’s School of Governance’s Policy and Governance Analysis PhD program at Maastricht University, in the Netherlands.


Devendra Prasad Gnawali is the SIF Senior Program Officer (SPO) for Cambodia, Nepal and Sri Lanka. A resident of Kathmandu, Nepal, he holds a PhD in health economics from Heidelberg University, in Germany; an MSc. in health economics from Chulalongkorn University, Thailand; and an MSc in Statistics from Tribhuvan University, Nepal.


Helene Mambu-Ma-Disu is the SIF Senior Program Officer (SPO) for Madagascar, Republic of Congo and her home country, DR-Congo. She holds an MD degree from Howard University, Washington, DC in the US, as well as an MPH from Tulane University, New Orleans, USA and a Certificate of Pediatrics from the Downstate Medical Center in New York. A former EPI manager, Dr Mambu-Ma-Disu served as WHO Representative in Cameroon, Mali and Rwanda before joining Sabin.


Clifford Kamara is the SIF Senior Program Officer (SPO) for Liberia, Nigeria and his native Sierra Leone. Based in Freetown, he holds an MD from the Kharkov Medical Institute, in the former U.S.S.R. and an MPH degree from the Royal Tropical Institute, Amsterdam, in the Netherlands.


Khongorzul Dari is the SIF Senior Program Officer (SPO) for Bhutan, Mongolia and Vietnam. She is based in Ulan Bator, she holds a PhD in development economics from the Ritsumeikan Asia Pacific University – Oita, Japan, and an MA in Public Administration and Taxation from the Yokohama National University in Japan, and an MA in Development Economics from the University of Manchester, in the UK.
